Financial Year and Month filters are not working in View Meter Images

In the Report → View Meter Images section, the Financial Year and Month filters are not functioning correctly. Although meter image records are available on the page, selecting a Financial Year or Month displays a "Data Not Available" message instead of the matching records.

The issue may be caused by an inconsistency in the Financial Year format used for filtering and the format stored in the database.

In the Report → View Meter Images section, the filters are functioning correctly. The selection should be made in the following order:

1. Division → 2. Industry → 3. Financial Year → 4. Month
