Phase Allocation allows "0" as the Number of Phases when "Add Number of Phase" is set to "Yes"

In the Agreement section under Phase Allocation, when the user selects "Yes" for Add Number of Phase, the system allows 0 to be entered as the Number of Phases. This is invalid and should not be permitted.
