    Add Finance page: Not allowing to submit Released amount for a given year
    Add Finance page: Not allowing to submit Released amount for a given year unless the Budgeted and Expenditure amounts are also entered.

    Required: The validation for comparison bw Budgeted, Released and Expenditure amounts should be effective when user fills in the other of the three fields.
